Make Cats Equal

A bill in the state legislature to make stealing a cat equal to stealing a dog, a felony, is fine in my book so long as the legislature changes the law to truly make cats equal. To do that, the legislature should:

Require that all cats must be on a leash or within voice control when in a public place.

All cats must have a licensed issued by the local jurisidiction, including proof of all shots and vaccinations, the same as dogs.

Cat bites and scratches should be reported to police.

Cats harassing livestock and wildlife may be shot.

OK, you get the idea. I have far more cats wandering through my yard, eating the birds and leaving bloody stumps of rodent rumps on my carport than I have neighbor dogs getting loose and violating my lawn. When stray cats are treated with as much concern as stray dogs, then stealing a cat is worthy of being a felony.

Until then, let cats be simple misdemeanors.
